ఓపెన్ యూనివర్సిటీలో డిగ్రీ పూర్తి చేసిన వారు సివిల్స్ రాయడానికి అర్హులు. రెగ్యులర్ డిగ్రీ చేసిన వారితో సమానంగా వీరికి కూడా సివిల్స్ రాయడానికి అర్హత ఉంది.
